What Is the EMSA Preventive Health & Safety Course?

The Preventive Health and Safety Practices (PHSP) course is an 8-hour training program approved by the California Emergency Medical Services Authority (EMSA). It was developed by the California Childcare Health Program (CCHP) with support from the California Department of Education and is aligned with Title 22 regulations.

The course fulfills 8 of the required 16 training hours mandated by the California Department of Social Services Community Care Licensing Division (CCL) for licensed childcare providers. It is required before you can receive or maintain your childcare license.

Important: The Preventive Health and Safety certificate does not expire, making it a one-time investment with lasting value.

Is Financial Assistance Available?

Yes. The California Department of Social Services Child Care and Development Division often provides reimbursement funds to help childcare providers cover the cost of CPR, First Aid, and Health & Safety trainings.

Reimbursement is typically up to $150.00 per provider for eligible courses. Funds are limited and distributed on a first-come, first-served basis. Check with your local Resource & Referral (R&R) agency for current availability and submission deadlines.
